On Monday the Government of Canada announced that citizens and permanent residents of Canada who were eligible to enter Canada from the US prior to that day - that is, essential workers and others who qualify for the few exemptions to nonessential travel - and who are fully vaccinated against COVID-19 - may re-enter Canada without undergoing a 2-week quarantine or staying for 3 days at a government-approved hotel.
Such travelers wishing to re-enter Canada must still use the ArriveCAN app or portal to submit their vaccination details and proof of negative COVID-19 test.
Canada PM Justin Trudeau characterized Monday's announcement as a "big step" toward reopening the border.
Association of Canadian Travel Agencies President Wendy Paradis said of the government's Monday announcement: "It does not help the Canadian tourism industry at all."
The US-CA land border has been closed to nonessential travel - business or leisure - since March 2020. USTA estimates that each month the border is closed costs the US travel and tourism industry $1.5B.
The Canadian government is scheduled next to review US border restrictions on 21 July.
