NYC and Tokyo have been sister cities since 1960.
NYC expects to receive 331,000 Japanese visitors in 2017.
Tokyo has a strong incentive for entering into this reciprocal tourism arrangement now, as the city will be hosting the 2020 Summer Olympics.
NYC & Co has an enviably large budget: $35.9M in 2015, about 46% of which was funded by New York City, only about 14% by members.
