European Union officials announced in a media conference this morning that the United States will remain on the EU's "white list" of countries from which EU member states are recommended to lift travel restrictions.
The full "white list" as it has existed unchanged since 15 July:

This announcement comes despite the finding of the European Centre for Disease Prevention and Control that the incidence of COVID-19 restrictions in the US has risen to more than 270 per 100,000 persons as the Delta variant continues to surge.
But the EU decision is not binding on individual member states, so it's still necessary for Americans to be aware of travel restrictions that may be in place in individual EU countries.
Meanwhile, the US continues to ban Europeans from entry for nonessential travel.
