On 24 October 2016 the European Commission recommended extending temporary "proportionate controls" at internal Schengen borders in Austria, Germany, Denmark, Sweden and Norway for a further 3 months.
In a statement, the EC said that it considers that conditions allowing for a return to normal Schengen functioning have not yet been fully satisfied, and that lifting controls now would result in "secondary movements" of "irregular migrants" currently in Greece and elsewhere in the EU.
Migrants continue to create a dilemma for the EU and member states - particularly Greece - because humanitarian considerations conflict with economic considerations, including those related to tourism - a very important industry in several member states.
