Among other things, the policy paper says that "free movement" of people from the EU to the UK will cease in December 2020, except for employees of multinational companies, tourists, students and temporary workers.
Also proposed is a "common rulebook" for food and goods standards, and collection by the UK of both EU and UK tariffs on goods entering the UK.
Hardline UK Brexiteers have characterized the proposals contained in the paper as a "pale imitation" of the Brexit approved by voters, reducing the UK to the status of a colony of the EU.
