Provincial, territorial and municipal DMOs and the Indigenous Tourism Association of Canada have entered into a memorandum of understanding called "NorthStar 22," with a goal of welcoming 25M international visitors spending $25B annually by 2022.
Of course a lot will depend on exchange rates of the CAD. And one projection we've seen has the CAD weakening from US$0.778 in December 2017 to $0.684 in January 2022. (Americans provided more than 79% of international visitation to Canada in 2016.) If that's accurate, it will certainly help in meeting the arrival and spend goals.
