This ECJ ruling, from which there's no appeal, applies throughout the EU - including the UK, at least until Brexit is finalized in 2019 or beyond.

Uber already operates under transport law in much of the EU, but not in the UK, where its license to operate had been suspended in London and York prior to the ECJ ruling.

Look out, Uber USA!
