It seems that India has only 37 registered guides who are able to converse in Mandarin. So unregistered guides have to be used to fill the gap.
Accordingly, quality of guide service is pretty variable.
The Tourism Ministry is looking to tour operators to hire in or train more Mandarin-speaking guides who can become registered.
