France tightens entry requirements as Omicron cases increase

The French Foreign Ministry has released new COVID-19 vaccination and testing requirements for foreign nationals entering France:

  • Any person aged 12 and over must present negative PCR or antigen test from a sample collected within 24 or 48 hours depending on country of origin.
    • From UK: Less than 48 hours if fully vaccinated, otherwise less than 24 hours
    • From Belgium: Present proof of full vaccination OR negative test result taken within 24 hours
    • Specific requirements exist for other Green, Orange, Red, Scarlet countries - consult Foreign Ministry.
  • Fully vaccinated persons arriving from any of the following countries are exempt from this rule:
    • EU member states
    • Andorra
    • Iceland
    • Liechtenstein
    • Monaco
    • Norway
    • San Marino
    • Holy See
    • Switzerland
  • All persons must present a sworn declaration to border/transport officials stating that they have no symptoms of Covid-19 infection and have not been in close contact with confirmed cases in the past 14 days.
  • Regardless of country of origin, persons presenting Covid-19 symptoms upon arrival will be required to quarantine, or be held in isolation by local government.
  • Foreign visitors must pay a fee for tests taken in France.
  • The "EU Digital Covid Certificate" has been implemented in all EU member states.
  • A certificate of recovery between 11 days and 6 months old may also serve as a Covid Certificate.
  • Beginning 15 December 2021, persons 65 years of age or older who have received the Janssen vaccine must provide proof of booster vaccination in order to extend their Covid certificate, and those aged 18 to 65 must receive a booster before 15 January 2022 to keep Covid Certificate valid after that date.
  • Exceptions (requiring documentation) to these rules re proof of vaccination, testing, Covid Certificate include:
    • Trips of less than 24 hours in duration by residents living within 30 km of a border
    • Urgent or frequent work-related trips incompatible with testing requirements above
    • Trips by truckers in carrying out their work
    • Trips with "Pressing grounds" - not including tourism or holidays abroad
    • Other complicated exceptions for civil partners and cohabiters, students, researchers - consult the Foreign Ministry
