Fewer H-2B workers came to Maine (and USA overall) in 2017 because for the first time workers returning to the same employer were counted against the 66,000 annual cap, which was reached in March.

DHS approved an additional 15,000 H-2B visas in July, but this came too late for most employers.

The Trump Administration needs to fix this for 2018.
