Do-not-travel advisories - worst-case under the State Department's new 4-level advisory system - for Tamaulipas, Sinaloa, Colima, Michoacan and Guerrero reflect the incidence of drug-cartel criminal activity.

11 other Mexican states (encompassing Mexico City) are at Level 3 - "Reconsider travel" and Mexico as a country is at Level 2: "Exercise increased caution."

Popular tourist destination Los Cabos remains at Level 2 - at least for now - despite a recent increase in gang violence.

Could be a difficult winter for Mexico tourism.
